AbstractThe aim of this study is to investigate the implementation process and the Implementation steering of the social development aspects, gender equality and integration, in the program for regional development of the region Kronoberg in the period of 2004-2007.The study asks three questions: 1) How have the social development aspects, gender equality and integration, been implemented in the program for regional development of the region Kronoberg? 2) What has facilitated or hindered the implementation of the two social development aspects? 3) What possibilities to steer the implementation process of the two social development aspects exist at the governmental and at the regional level?In order to answer these questions a qualitative method has been used. To be able to analyse the empirical material, which consists of documents and interviews, the theoretical framework comprehends the policy process and Implementation steering. The conclusion is that the incorporation of the social development aspects in the regional development program does not fully correspond with the central intentions, and that is due to circumstances at the regional level..

The Swedish Migration Board has during a long time had problems with long processing times for persons that apply for asylum. The government has set targets that investigation should not exceed 6 months although it is done in almost 70% of cases.The study's aim has been to examine if steering can be linked together to long processing times and, if so, explain why. The intention has not been to provide a comprehensive picture of the problem but has defined itself to ensure steering impact. The study has been carried out by studying relevant governing documents, previous research and by interviews with administrators and decision-makers in two of the Migration Board asylum units.The analyses of the study show that a combination of inadequate steering and inadequate resources have contributed to aggravate the implementation, which has lead to long processing times..

This case study explores the question of implementation and steering in a society of governance. As an empirical example, a reform concerning the reception of separated refugee children in Sweden is used. As of the 1st of July 2006 the responsibility for providing housing for separated children lies with the local governments rather than with the Swedish Board of Migration, aiming to improve the children's situation. However, implementing this amendment has turned out to be a harder task than expected. Traditionally, the relationship between state and local actors is seen in terms of state steering or local self-government.

A vehicle that carries a person sitting in a wheelchair has been rebuilt. The original vehicle was provided with a petrol engine, hydrostatic drive and a mechanical steering rod, making it noisy and hard to maneuver. The purpose with this project was to convert the vehicle to make it more environmental and easier to drive.A new design has been proposed where an electrical drive has replaced the noisy combustion engine and an electrical motor with joystick control has replaced the manual steering.The project was divided into two parts. One mechanical part where the construction of the drive and steering were to be decided. The other part involved programming the microprocessor and implementation of all the necessary electrical for the control system of the vehicle.

The aim of the study has been to explore certain aspects of implementation perspectives and to analyse the introduction of an environmental management system called ecoBUDGET in the Municipality of Växjö. To enable the enhancement of the driver's environment in a forklift, an alternative form of steering has been evaluated. An earlier concept with a combined driving and steering wheel has been exchanged to a concept with two driving wheels. A link wheel has replaced the combined driving and steering wheel. The steering is done through differentiation of the velocities of the two driving wheels. The scope of this master thesis is to create a simulation model, create a control program and to evaluate the concept of two driving wheels.

Anonymous job applications as a method to further diversity on the labour market is widely discussed. The method aims to promote an equal selection procedure, where the employer can only judge on merits and experience. We are with this study on the other hand interested in seeing how this specific method of employment has been implemented. We have chosen to perform a small qualitative case study, of a limited attempt of this method in the government administration of Kortedala, a district in Gothenburg.Our intrests are to see whether we can, while studying a specific implementation procedure, show that any implementation problems have occurred. Furthermore explaining it by applying our implementation theory, that consists of Lennart Lundquists three criterias for explaining implementation problems experienced from the appliers' standpoint.

This thesis has aimed to study steering process and institutionalization in the context of educational policy work. This has been conducted by using empirical material from the political decision-making process that preceded the implementation of a new national program on how principals should be educated and certified. By using an aggregated theoretical point of view containing new institutionalism and traditional Swedish curriculum theory, the process was analyzed from different perspectives. The results depict a process that contained several actors who tried to shape the principal education program differently. From the theoretical perspectives, the decision-making process could be understood as an act of both self-interest as well as trust in their own beliefs and cultural values.

The aim of this study is to explain and analyse political steering of public libraries in Swedish municipalities and the roles of politicians and administrators in this process. To fulfil this purpose five municipalities have been studied. It is argued that both politicians and administration have to be included in a study of steering and that the relation between politicians and administrators should be seen as an interplay. Planning and evaluation are discerned as the two main activities in the steering process. The material in this study consists mainly of information collected through interviews with library responsible politicians and library managers in all five municipalities.The results show that libraries are considered politically uncontroversial and that politicians see little need for political interference and steering.

The purpose of this study is to analyse how the local governments have implanted the new public health policy, which Sweden adopted in April 2003. The new health policy stakes out a new direction for national public health policy. Instead of focusing on diseases the new public health policy focus in factors that determine health.Important factors to study are the role of central steering from the central government. The method used is a case study of three Swedish local governments. The main material used is interviews and different policy documents within the area of public health.The conclusion of the study shows that the local governments are fairly satisfied with the steering of public health policy by the central government.

I relate my analysis to previous research about the use of fiction in education, and I also combine my analysis of the two educational domains to see whether the underlying intentions of the steering documents have influenced the revision of the teaching material. This paper is about if municipal council's ideology affect steering in the municipalities of Vellinge and Fagertsa. Vellinge has for a long time been governed by Sweden's conservative party Moderaterna. Fagersta has for a long time been governed by Sweden's left party Vänsterpartiet. The main question of the paper to be answered is as follows:Is there a relation between the steering in municipalities and the ideology of the governing parties?The hypothesis is that there is a connection between what ideology the party that governs has and how the municipalities are being governed.

The aim of the study is to evaluate how a law decided 2002 regarding discrimination against students in the higher education system in Sweden, was implemented at the University of Kalmar and Växjö University.The study asks two questions: How did the both universities implement the law? How did the universities manage to implement the law? In order to answer these questions the ?top-down? perspective, often used in field social science within discipline implementation, is used. First the study examines the goals with the legislation, and thereafter the actual implementation at the both examined universities.The conclusion is that the universities has high ambitions with implementation of the law and extensive formalized regulations but that it practically seems to be hard to get legitimacy with the implementation throughout the whole organizations. This makes the implementation work slowly though it?s working well with the people who have direct responsibility for the implementation..
